This is where Business Intent becomes durable, enforceable, reusable, and operational.

The Business Intent Kernel is the authoritative home of governed Business Intent assets once they have been authored. BIOs, Conditions of Success, Decision Boundaries, Accountability Expectations, Evidence Requirements, validation structures, and governance constraints are preserved and governed within this layer.

Nothing in the system can bypass this layer.
